The SPIKE directory will eventually contain spike files for each NIMS
EDR. These will be generated by a specialized program (yet to be
written) which will search for telemetry errors and anomalies in the
data.  The information in the files will then be available for use by
cube generation and analysis programs operating on EDRs without the
expense of regenerating the spike files.

Presently, this directory serves only as a placeholder.
