The LABEL directory contains two (2) structure labels for the NIMS EDR.
They are:

        EDRHDR2.FMT:    Structure label for the HEADER_TABLE object (or
                         binary header) of the NIMS Phase 2 EDR.
        EDRDATA2.FMT:   Structure label for a record of the DATA_TABLE
                         object of the NIMS Phase 2 EDR.

These labels contain information in PDS label form equivalent to the
Software Interface Specification (SIS) for the Galileo NIMS Experiment
Data Record (NIMS EDR) for Phase 2, revision xxx, <date> (625-610:
SIS 232-08, JPL D-3048).
